Canada, as part of a strategic move to address critical labour shortages and offer new hope to displaced individuals, has officially extended its innovative Economic Mobility Pathways Pilot (EMPP) until December 31, 2025.
This pioneering initiative provides a legal route to permanent residency for skilled refugees and displaced persons, allowing them to contribute meaningfully to Canada's economy.
Why Skilled Refugees are Crucial for Canada's Economic Strategy?
Canada economy remains strong, but many industries continue to struggle with labour shortages from hospitals, lacking nurses to construction sites seeking tradespersons, employers are facing growing challenges in filling essential roles
The EMPP addresses these gaps by connecting Canadian employers with refugee talent, providing both with the win-win outcome. For employers it is an access to a dedicated workforce, for refugees it’s a path to permanent residency, stability and inclusion
As of March 2025, 970 refugees have successfully settled in Canada through the EMPP. For example, in healthcare, over 30% of EMPP participants are now helping reduce the burden on Canada's overstretched medical system.

How the EMP Works?
The EMPP offers complimentary immigration pathways for refugees and displaced individuals outside the traditional resettlement framework. There are currently 2 federal streams
- Job Offers Stream for skilled refugees with confirmed job offers (Capped at 950 applications per year)
- No Job Offers Stream for eligible refugees without job offers, but who meet required qualifications (limited to 150 applications annually)
Mapping the EMPP Real Impact 2025
Since 2019 the EMPP has changed the lives of 970 individuals. From a doctor from Sudan now practicing in Calgary to a Ukrainian chef leading a restaurant in Montreal, EMPP participants are not only earning livelihood, but also creating better futures, supporting families, and enriching the cultural fabric of Canada.
The majority of EMPP candidates have filled roles in healthcare, construction, and food services, plugging critical gaps in sectors that keep Canada running.
Why the 2025 Extension Matters?
Extending the EMPP through the end of 2025 reaffirms Canada’s commitment to refugee integration and economic innovation. The 950 application limit for the job offer stream ensures manageable growth while meeting urgent workforce needs.
For employers it is kind of vital pipeline of skilled labour, while for refugees, it is a rare chance to turn adversity into opportunity, building safe, secure and fulfilling lives in Canada.

Canada as a Global Model in Making
Canada continues to lead the way in refugee resettlement, having welcomed over 70,000 refugees in 2024 alone. The EMPP is not being recognised globally as a model that merges compassion with economic strategy.
Countries like Australia and Germany are closely watching Canada’s success, exploring how they too can use skilled refugee immigration to address workforce shortages and aging populations.
The Future of EMPP
With the extension now in place, the Canadian government is exploring ways to expand and enhance the EMPP. This may include:
- Increasing the annual application cap
- Adding new high demand sectors like tech and manufacturing
- Strengthening ties with provinces and rural employers
- Streamlining application processes for faster turnaround
As Canada prepares for global summits like the G7 in 2025, the EMPP is expected to take centre stage as a shining example of how humanitarian efforts can align with national interests.
Time is Right to Immigrate to Canada
