Manitoba Holds New Foreign Skilled Workers Draw Under MPNP

On May 29, 2025, the Manitoba Provision Nominee Program MPNP conducted another round of invitations under its Skilled Worker Overseas Stream, targeting individuals outside of Canada with relevant work experience and ties in Manitoba.
In this draw, 30 Letters of Advice to Apply (LAA) were issued to eligible candidates, who had a minimum score of 606 based on MPNPs internal point system. Additionally, only those who have been invited through a strategic recruitment initiative were considered.
Out of 30 LAAs, 5 invitations were issued to candidates with active Express Entry profile and valid job seeker validation codes. This demonstrates the continued alignment between MPNP and Canada's Express Entry System for faster permanent residency processing.
Why Some High Scoring Candidates Might Not Have Received LAAs in the Recent MPNP Draw?
If a candidate's score was above 606, they might not have received an invitation due to missing or invalid information in their Expression of Interest (EOI). For example
- Candidates may have indicated they completed and approved a 3rd party language test, but failed to provide a valid test number or the test results were no longer valid at the time of the draw.
- Some indicated they had received a strategic recruitment initiative invitation, but did not enter a valid invitation number in their EOI

What are Strategic Recruitment Initiatives?
Strategic recruitment initiatives are employer-driven programs designed to fill labour shortages in Manitoba. These special initiatives allow employers to nominate foreign nationals with critical skills and relevant work experience, giving these individuals a potential pathway to permanent residency in Canada.
These initiatives are vital for addressing Manitoba's labour market gaps while offering skilled workers an opportunity to settle in the province.

MPNP Nomination Allocation 2025 Update
Due to federal policy changes by Immigration, Refugees and Citizenship Canada (IRCC) all Provincial Nominee Programs, including the MPNP, have seen their nomination allocations cut in half by 2025. This year the MPNP has been allocated 4,750 nominations and so far 1,840 nominations have already been issued (updated as of May 2025).
This leaves 2,900 spots for the remaining seven months of the year. While some provinces are now beginning to restore their allocations to previous levels, current trends suggest a more competitive environment for provincial nomination in 2025.
