Prince Edward Island (PEI) is Canada’s smallest province, and it continues to attract skilled workers and international graduates through its Provincial Nominee Program (PEI).
Last week, on 17 April, PEI announced its fourth draw of the year, issuing 168 Invitations to Apply (ITAs) to candidates in the Labour Impact and Express Entry streams.
This draw considers individuals already living and working in PEI, more specifically, in high-demand sectors like healthcare, trades, and manufacturing, as well as international graduates from select institutions.
What is a PEI Provincial Nominee Program (PEI PNP)?
The PEI PNP is an immigration program that nominates candidates for Canadian permanent residency based on their ability to invest in the province's economy.
It operates under three main categories:
- Labour Impact Category: Skilled workers and graduates with job offers in PEI come under this category.
- Express Entry: For those who have a valid federal Express Entry profile.
- Business Impact Category: For entrepreneurs looking to invest in PEI businesses.

What Happened on April 17, 2025, PEI PNP Draw
The fourth PEI PNP draw of 2025 focused on candidates who are already involved in PEI's workforce, specifically in the sectors that are facing a labor shortage.
Here’s a detailed list of the PEI PNP Draw
Labour Impact and Express Entry Streams: All 168 ITAs were issued to these streams, with no invitations for the Business Impact Category.
Priority to Candidates: Candidates who are living and working in Canada for at least a year.
International graduates from UPEI, Holland College, and Collège de l’Île will get additional priority.
High-Demand Sectors: High-demand sectors like healthcare, trades, and manufacturing
- Healthcare: Nurses, doctors, and allied health professionals.
- Trades: Carpenters, electricians, and plumbers.
- Manufacturing: Workers in food processing, equipment operation, and production.
Eligibility Requirements for PEI PNP: Labour Impact Category
The labour impact category is structured for skilled workers and international graduates who have a job offer from a PEI employer.
It includes three streams: Skilled Worker Stream, Critical Worker Stream, and International Graduate Stream
