So, if you are also a participant in the Express Entry pool or wish to apply for Canada PR through Express Entry, here is the list of complete Canada Express Entry rule changes in 2025 curated for you.

#1in the starting months of 2025, IRCC Canada released an official announcement concerning theimplementation of a new category for educationfor the category-based Express Entry draws 2025.
This category prioritizes professions such as Elementary and Secondary school teachers, Early childhood Educators, and Teacher Assistants, with increased opportunities for French-speaking educators.
Now that the Transport category has been removed from the Express Entry category-based selection draws, the updated list of Express Entry 2025 categories includes:

#2Starting March 25, 2025, IRCC hasremoved the additional CRS pointsthat were previously being awardedfor qualifying Canadian job offers(i.e., 50 points for most skilled offers and 200 points for major 00 or senior management roles).
This measure aims to prevent document fraud and the practice of ghost jobs; hence, candidates under the Express Entry system will no longer receive the additional points for Labour Market Impact Assessment (LMIA) CRS points
#3A remarkable change in Express Entry in 2025 is the division of the “Federal High Skilled category into two streams, that is, theFederal Economic Priorities and In-Canada focus. This approach perfectly blends or balances the recruitment of global talent while retaining skilled individuals already contributing to theCanadian economy
- ճFederal Economic Priority Streamhas been allocated 41,700 admissions for 2025, and this stream targets candidates addressing National Labour Shortages or advancing strategic economic goals. The key focus areas for the federal economic priority stream include Healthcare, Trades, STEM, and Francophone Immigration
- ճIn-Canada focusstream has been allocated 82,980 admission spots for 2025, and this stream emphasises transitioning temporary residents, such as international students and temporary workers, into permanent residents

What Are the Reasons for Canada Express Entry Rule Changes 2025?
Some of the reasons as to why Canada government has implemented these changes in the 2025 Express Entry System include:
- To Target Labour Market Shortages:Canada has been witnessing higher shortages in specific sectors (like healthcare, skilled trades, and education) and regions. The category-based draws enable IRCC to invite candidates who match these needs, rather than purely top CRS points scorers
- To Reduce Misaligned Advantages:The system of bonus points for job offers was widely criticized for inflating scores and privileging candidates with employer connections rather than those best aligned with Canada’s current strategic goals. Removing these points rebalances the system towards human capital factors and targeted categories
- To Improve Flexibility and Regional Empowerment:Provincial Nominee Program (PNP)remains a key focus and pathway for provincial immigration. The category-based draws and PNPs give provinces and territories more leverage to shape immigration for local labour markets

Who is Affected by Express Entry Rules Changes in 2025?
Having run through the latest updates to the implemented Express Entry Rule Changes in 2025, it is also right to understand their implications for prospective applicants in 2025 and beyond.
- Candidates who mainly relied on job-offer points
If your CRS score included an additional 50 or 200 points for an arranged job, your score would have likely dropped on or after the LMIA points removal, as many profiles slipped into lower band scores, changing their chances of receiving ITAs in draws that still use a high general cut-off.
- Candidates with Canadian experience
Applicants who have recent Canadian experience receive the greatest benefit from 2025 In-Canada focus category-based draws, as they are targeting people already working in Canada. So if you have Canadian experience, you may have better chances during targeted Express Entry draws
- International Graduates and the New Education Category
International graduates and candidates whose credentials align with education-related priorities stream can reap the benefits, under the IRCC's new education focus draws.
- Provincial Nominee Programme and Sector-Specific Applicants
Provinces yet remain powerful partners for Express Entry and Canada immigration. PNP nomination is still considered one of the fastest ways of securing an ITA under the new landscape. Proviances would keep further selecting candidates based on their regional needs.
